| Returned to his duties at the Dawnspire after a stay in Shadowdale, Cleo sits up all night, writing by firelight and moonlight at the Morning Farms to compose the statement he'd been dreading.
He writes a draft...Citizens of Myth Drannor. I come before you today to issue an apology. I was present and assisting when a half-drow was recently allowed to enter this city among a group of refugees. She was always under supervision, eventually arrested, and is no longer here. Letting her in was an unintentional act, an oversight. Had I remembered and observed that she was half-drow, I would have... - Written, but scratched out:

...let her in, anyway. Honestly, you people need to get a little perspective. A deadly, sentient plague was ravishing the countryside, controlling people, raping, blackmailing, and worse. Letting Bel into Myth Drannor might have saved her life, even if she spent much of her time in prison. When the stakes are that high, your irrational fear of drow blood means less than nothing to me. If it comes to it again, and it'll save her life, I'll sneak her in myself.

Is that really what you expect of your Councilors, that they stick their heads in the clouds and refuse to act with compassion and common sense? What if she'd gotten infected and spread it to even more people? We had a hard enough time rounding people up. Anyone who voluntarily sought refuge and wasn't a known criminal was going to get it. Anything else would have been cruel and bad for public health.

| Many citizens would gather to hear the councillor talk, most of the elven, but some humans and even hin and the occasional dwarf present.
Cleophus would notice that many Teu Tel´Quessir would nod and agree with his speech.
Many Ar Tel´Quessir would not Show any reaction at all, listening with stoic neutral expressions. Here and there he would see a glance that doesnt look like at approval at all.
Some of the Or and Sy Tel´Quessir present would seem to be listening, some disaproving some not.
The humans and hin would nod in approvement with the Councillors speech | |

| An ar tel'quessir listens as the conciullor offers his speech and would offer a gentle smile back, regardless if the man can hear or not he would comment.
- Everyone is subjected to mistakes, and certainly the Coronal knows well who to nominate as conciullor.
