Thundering footsteps in the dead of night

Large thundering footsteps can be heard on the far outreach of town near the shadowdale woods and the east section leading to the north ride. Any shadovar or sharran would look in disgust as rocks were moved into the center of the road and light shining brightly from them. They are aligned peculiarly as if looking from above in the city one could read "The light will Shine, Nature will prevail." And ones brave enough to venture further could see a dragon accompanying a large flaming rock elemental the size of a two story house walking up the paths.
