High Inquisitor Grey makes a public announcement : Citizens bringing proof of another citizen's opposition to the Zhents and also taking care of fixing the problem definitely will receive compensation in the form of food for his or her family.
Proof includes but not limited to confession by means of torture. Converting to the dreadlord or death are the only acceptable solutions
A written copy is posted on the board.

The Copy posted on the board, suddenly finds a long list of names written on it, though none of which makes any sense what so ever.
The guard that stands by the board would speak of the person that'd written it at a common traveler, that departed out of the town shortly after writing all the names.
