Is there an appropriate level/race for the upcoming event?

Well given that this is an underdark event the appropriate races would be those that can normally spawn in the underdark such as (but not limited to) drow and duergar along with any slaves there of who have been ordered to join by their masters. As for level there is no requirement.

I have a deep gnome that has yet to even see anyone in the UD. Is it possible for him to show up? I'm not that we'll caught up in lore so Idk if he'd have to be a slave or something.

Deepgnomes are a UD race so he can join in the event, you should be aware however that other playercharacters may attempt to enslave him.
