And any note found on any tree is removed almost as soon as it's placed, whoever placed them, would suddenly have a feeling that they're being watched, even though no one is around but the critters of the land.

Other notes are pounded to sign posts, fence posts, each for pedestrians to see. The mystery person works tirelessly reprinting , obsession burning in the eyes.. Each stroke of the pen expertly done with other than human agility and speed , with total focus of the mind.
As the dawn breaks over the hills, the hood and robe again conceal , as the figure steps out into the morning dew, to spread the message wide, with no concern of those taken down.
If challenged, the figure is tall, thin, and well disguised , and moves on with out even a glance, quickly fading into shadows of darkness that may appear when needed.

Whoever the person is, he or she can't shake the feeling of being watched, and over time might also notice a strange pattern in the wildlife, as though some of them are following. Doesn't seem like fading into the shadows help, the animals seem to have a way of tracking him either way.

The sheriff would have the militia and the patrolling guards to watch for anyone putting notes. If they are seen they are to be arrested. She would also ask the Mages of Shadowdale to keep an eye out as well.

Ahri keeps an eye out for the mysterious person while she is out helping on the farms or entertaining the orphans with her illusions, and conjurations, when she is away from her studying.

The animals mostly report back bits about weather and the trees. One squirrel excitedly reports that his stash of nuts was emptied. A deer complains about the lack of attention they receive as of late and an owl reports children throwing rocks in its general direction.

if blue passes by any notes in the vicinity of shadowdale he would rip the notes out of trees off fence post and the likes burn them to ash and spread them into the dirt should he see the one perpetrating this garbage he will burn them as well or turn them to stone with papers in hand and have any guards near by drag the remains or statue to a chosen location for questioning or burial which ever mood he is in will influence the choice..

(obviously this is only while there and apparently when he is not others will rip notes down as well)

Arjay, hearing about this, rolls his eyes and asks the guards to keep track of how many are tacked up so they know how many littering charges this fool has racked up.
