A tiefling donates money to the orphanage

Recently a tall tiefling with purple eyes can be frequently seen outside the orphanage offering money to a woman in charge.
Someone may notice that he avoids entering the building and just speaks with the woman to donate.
He prefers to go there frequently to give medium amounts of money rather than give just one big offer.

* In case the woman wanted to avoid talking with him, he has 17 ranks in diplomacy
** I read in a post that someone considered the orphanage to be inside the city, but clearly it isn't to me as it is still in the refugee camp. In case I'm wrong tell me and I'll erase this thread.
