Under normal circumstances , a person could walk into the gates at least, however since being on alert, the gates and doors are all locked. no one can enter on their own volition without a key, which is given to members only.
The update that was scheduled to go in two weeks ago , literally has all the walls completed and all the gates and doors locked, so in game, that's actually how it was supposed to be, had the update actually gone in.

Entrance and access now, is either by membership key, or identifying themselves fully at the gate before they can even enter the grounds.
Anyone not accompanied by a member, will have to clearly identify themselves , and will state their business , before consideration is given to even let them in.
