A Zhentarim Swordhand was seen yesterday chaining a blind man to the Laws of Shadowdale sign in the city square. The guard shouted out to the crowd

"This man has been charged with disturbin' the public order, by orders of Captain Westscar he shall be flogged til near death. Any and all lawbreakears will be dealt with harshly. Ye all have been warned."

After the beating, the blind man laid tied to the post unconscious.
