The Coronal is the leader of the whole city, which also includes the armed forces, however she rarely tends to that, she leaves that to the Armathor, currently the title bestowed to Lord Starbrow.

You however would likely have an easier time going through the keeper, should the need for a higher position arrive, he will move your request forward faster than you going there yourself.

Now, shall I escort you to the Keeper?

"Then take me to your Keeper please." Khelda would answer to the female elf.
